Changes for a portion of 1st Avenue South on December 15

1st Ave. S. conversion signMotorists who frequent greater downtown Birmingham by driving into town along Richard Arrington, Jr. Boulevard have long known of a “secret” to get from it to 20th Street just before the area known as “The Cut” without having to cross the Rainbow Viaduct into the city center — meaning you didn’t have to battle with the traffic light sequence heading northbound on 20th from Red Mountain. The left turn onto 1st Avenue South is used less and less though nowadays and signs visible today at the intersection of Arrington and 1st Ave. S. are letting them know those days will soon come to an end.

As the sign contained in the image accompanying this post says, effective Monday, December 15, that one block, also known in recent years as Block 121 for development purposes, will be converted from being a two-way stretch to being eastbound only (read: no left turn). The move does make a great deal of sense as “The Cut” is set to see the completion of its conversion into the western end of the Rotary Trail, making the block safer for pedestrians and they enter and exit the outdoor space. It also makes sense considering recent comments from the new owners of Station 121, the apartment complex formerly called Cityville that sits on the southwest corner of that intersection.

Back when representatives from Wicker Park Capital Management (the company that purchased the property in April) presented the proposed exterior changes to the building to the city’s Design Review Committee earlier this year, they said they were close to securing leases for several of its commercial spaces. Those lease announcements are still pending, but the free parking available for those patronizing those storefronts are accessed via 1st Avenue South. The conversion should make it easier for cars to enter and exit the deck.

Some want officials to Rethink 20/59

ULI2059proposalA meeting on Thursday evening of area residents gathered for an event entitled “Save Birmingham from ALDOT’s plan for I-20/59 downtown” has launched an online effort to raise awareness about the current proposals being considered.

The group, calling themselves Rethink 20/59, has created a fan page on Facebook. They have also posted a link to a petition via Change.org directed at Birmingham mayor William Bell, the Birmingham City Council, the Jefferson County Commission and Alabama governor Robert Bentley asking them to “rethink the plan for Interstate 20/59” through the city center. The city and county had asked ALDOT last July to reconsider its initial plan to simply re-deck the existing section, leading to the current proposal. The council already stated during their June 18 general business meeting that they intended to meet with ALDOT’s director when he is in town next week.

A second petition launched on June 19 on Causes.com and created by Stuart Oates entitled Save Downtown Birmingham. It currently has 22 virtual signatures.

This latest development among those speaking out against plans to replace the decking between 31st St. N. and Malfunction Junction and redirecting local traffic patterns is not without precedent in the country. While efforts are underway in Dallas, TX to influence the removal of Interstate 345, the campaign most closely resembling Birmingham’s in the southeastern United States is in Louisville, KY, where 8664 is using Facebook in its fight to remove the Interstate and reconnect a waterfront park to the city’s downtown area. There is also a continuing effort in Syracuse, NY to look at alternatives to widening a stretch of I-81 through the heart of downtown (and coming extremely close to existing buildings in the process).

Not really surprising data about Birmingham traffic (sort of)

UXBlog  A National Portrait of Drunk DrivingIt’s an interesting contrast if you step back and think about it – two recent lists look at how Alabama’s largest city handles its ever-growing traffic situation with differing messages.

This morning the Birmingham Business Journal shared information courtesy of a new report by their company’s in-house data investigation unit, On Numbers, that ranked Birmingham 347 out of 373 metro areas in terms of traffic congestion.

The city did finish faring better off than Dallas-Fort Worth, TX (358); Orlando, FL (359); Miami, FL (364); Houston, TX (367); and Atlanta, GA (372).

While it appears that you’ll be on the road for a while attempting to get to and from work, it’s also true that the city sees less accidents occur involving drivers under the influence. It’s not necessarily great news when you consider it’s still considered a cause for 13.6% of fatal crashes involving alcohol, regardless of population size, between 2000-2010. It was good enough though for John Nelson of IDV SolutionsUX Blog to recognize it had the lowest percentage of such fatalities among cities across the nation.

Time for National Bike to Work Day on Friday

Bike Lane on 14th Street South.One can hope that most people will in fact ride their bikes to Railroad Park on Friday morning to take part in the now annual National Bike to Work Day group ride through downtown Birmingham…

Due to the average commute distance for most working in the city’s central business district (or the time they normally have to leave for work in the morning), it would be OK to forgive a few for bringing the bike into town via a bike rack – for now. There have been several improvements made in the area in the past year, including the installation of bike lanes, particularly along 2nd Avenue South and 14th Street (pictured above). The area around Railroad Park will serve as the starting and ending points for this year’s group ride; the official route (available in PF format) will take riders through Central City near Linn Park, Lakeview and the UAB campus.

Event organizers CommuteSmart and the Regional Planning Commission of Greater Birmingham have even created a video to help advertise this year’s effort.

Building our way out of traffic

US 31/280 sign The proposal to build metro Birmingham out of the traffic congestion that is Highway 280 has been seeing a lot of attention recently.

This morning’s Birmingham News talked about the idea of flex tolls on the elevated portion. The plan being presented by ALDOT officials continues to do the rounds, with varying results. The Birmingham Business Alliance issued a press release last week strongly supporting the project while members of the Birmingham City Council have strongly voiced concerns about the project.

Groups are still organizing both for and against this project (including this memo from Homewood written last month) that will undoubtedly change the face of the metropolitan area’s Southernmost regions and they’re still trying to get a better understanding about just how the road will operate once constructed.

Everyone’s been ReThinking 280

Photo courtesy of ReThink 280 Forbes Magazine recently published a report listing Birmingham, AL as one the worst city for a commute in the United States (granted it was 52nd out of the top 75). Folks in the metropolitan area have felt that way for a long time, fueling proposals from several groups about what to do to alleviate traffic along one of the major routes, U.S. 280.

Our state department of transportation and Gov. Riley have presented a proposal to make the well-traveled thoroughfare into a toll road with elevated lanes between I-459 and Double Oak Mountain. Another group has voiced concern about that proposal, calling themselves ReThink 280. Their blog currently serves as a clearinghouse of information for those wanting to keep track of the proposed changes and what work is already taking place. They also present their own solution for the road.

There’s no doubt that some of those in support of the group’s efforts will be at the presentation being made on March 8 at 10 a.m. at Mountain Brook City Hall by ALDOT representatives and project consultant Linda Figg.

Detours abound at Children’s Hospital

Children’s Hospital has just announced that there will be traffic detours as a result of construction on their new facility through January 2, 2010.

Motorists will want to avoid 5th Avenue South between 16th and 17th Streets. We’re assuming that you’ll want to definitely avoid it around evening rush hour – though it is the holidays so traffic may be reduced just enough where it may not affect things that much.
