Why is the downtown Publix really a game-changer?

newPublixbldgThe term “game-changer” has been batted about metro Birmingham a lot in recent days as news of a planned mixed-use development anchored by a Publix grocery store on the city’s Southside spread like wild fire. For those who haven’t heard yet, an article in the May 18 edition of The Birmingham News revealed the Lakeland, FL-based grocer as the main tenant of a $30 million development proposed to sit on the northwest corner of 20th Street and 3rd Avenue South.

Now, I’ve lived in the greater downtown area since 2004, and I’ve always had as few as four and as many as six major options available to choose from within 2 miles, but I had to drive to them. When people ask me “Where and how do you get groceries?” I admit I’ve long ago started replying by asking them, “Well, where and how do you get yours?” I get a stunned look, but most times they seem to get what I’m saying. That said, it’s not an option readily or easily available to a significant number of our city’s residents.

This leads to my first reason why it’s a game-changer:

It’s more about WALKING now than DRIVING. Yes, there’s a parking deck that will sit between the ground floor space and the 36 “loft-style” apartments planned for the top the building. The vehicles using these spaces though will be off-street and out of sight. The idea of needing to circle forever to find a spot or the installation of a surface parking lot to handle capacity doesn’t even come up in conversation – and that’s a great thing. It suggests developers realize there will be enough people within walking distance to support its operation. It takes away reliance on an automobile to make a development like this one work.

It means it should be easier to get other national and regional retailers to consider locating a business downtown. It also makes it easier to get those same retailers to start looking at options in neighborhoods throughout the city. It could potentially make the issue of placing parking immediately adjacent to their business less of a sticking point. Dare it be suggested it could also be the first step toward a re-write of the city’s parking regulations and a rethinking of its minimum requirements?

It’s downtown. Actually, this may be an even bigger issue for me and one I’m excited about watching evolve. The proposed building is sitting along 20th Street South. When I first moved here nearly ten years ago, I referred to that area as being downtown while having a conversation with a native; I was chastised immediately because “it was not downtown, it was Southside. Downtown starts on the other side of the tracks.”

It was weird, as most New Yorkers refer to pretty much all of Manhattan as “downtown” no matter which of the other four boroughs you live. I’d also moved here after working for an agency charged with the revitalization of “greater Downtown” Savannah, not just its famous historic district. As a result, I’ve long considered the areas surrounding the city center part of greater downtown Birmingham. It makes sense especially when you get a chance to see just how small the expanded area still is in relation to the rest of the city.

The announcement of this grocery store lends itself to a new approach involving population growth in the urban core focused on eventually seeing people choosing to live in the single-family home dense portions of Druid Hills, Fountain Heights, and Norwood (in addition to others like Titusville, Smithfield, and College Hills) after spending a couple of years living in an apartment located nearby in the city center. Every major news outlet in the city referred to the project’s location area as downtown, suggesting the shift in perspective (one long championed by REV Birmingham and its predecessors) is finally starting to happen. The change in perspective also means a realization about the choices available to someone thinking about their next move.

The changes that come as a result of this and other projects will be quick. The changes at face value will be good for the city. The question right now as we get ready to start watching this happen is “Are we ready for what we’ve been asking for all of these years?”

Is it time for a cultural river through Birmingham?

There are a lot of people looking to tomorrow, 12/12/12, as a day of significance. It could be a day that marks a new chapter and an evolutionary leap for a community.

I’d argue a decision of that significance for the future of Birmingham was made late Tuesday morning when the Birmingham City Council reconsidered agenda item 34 at the end of their meeting.

That’s when they decided to unanimously approve the sale of Lot D, the site used as the muse for the Community Foundation of Greater Birmingham‘s Prize 2 The Future idea competition last year, to Alabama Power for $2.95 million– based on a recommendation from the city’s Budget and Finance committee. The redevelopment project that has been hinted at when talking about this purchase could include a conversion of the soon-to-be dormant steam plant currently operated across the street by the utility.

Many would find it hard to not agree the property’s location is not ideal or pivotal to the current level of activity underway south of the railroad tracks. Despite years of some disliking when Southside was referred to as downtown, it may become an essential part of its genetic makeup fairly soon. Those who remember the residential development known as The Standard originally slated to go across from Railroad Park at 18th St. well before the urban oasis was completed may notice soil is being moved, perhaps suggesting it may yet move forward, in some form, soon. Keep in mind that Rev Birmingham (formerly ONB/MSB) has promised upcoming announcements about two residential projects close to the park in their recent newsletter.

It got me wondering about what kind of project could be capable of continuing the transform the City of Birmingham. I started thinking about the areas surrounding the parks that Railroad Park are often compared with and found a common theme – one that could lead to a proposal as transformative as the ones considered during last year’s idea competition.

While folks like to compare Railroad Park to New York City’s Central Park, there are many native New Yorkers who’d find Bryant Park a better comparison and one that leads to far more potential. The park acts and looks like more of a living room than most, allowing for an outdoor reading room, movie screenings, fashion shows. The first use included in that list is made possible in part because of the park’s next door neighbor, the main branch of The New York Public Library.

A similar situation is found at Chicago’s Millennium Park, as its eastern edge is defined by The Art Institute of Chicago. There are other examples of civic cultural institutions anchoring gathering spaces throughout the country.

This is why seeing two people who were in attendance at today’s meeting made me think of a crazy idea for  Alabama Power’s rumored project – Kate Nielsen, the Community Foundation’s executive director, and Gail Andrews, the director for the Birmingham Museum of Art.

Ms. Nielsen spoke in support of the sale of the property at Monday’s committee meeting, with the Foundation posting a supportive statement on its site yesterday afternoon. Ms. Andrews enjoys overseeing the largest municipal museum of art in the Southeast, though at times at least 60% of the collection is not available for viewing. An expanded home or an opportunity to establish a second location (similar to what the Guggenheim Museum was able to do in New York years ago), would be extremely beneficial, especially as the eyes of the world turn to Birmingham in the coming months.

Birmingham's Railroad SkylineThere are others that could benefit from such an opportunity – including the Birmingham History Center (though it would still be pretty cool to see them end up at The Powell School long term). All in all, it would enable a cultural stream to run through the middle of our greater downtown area – the ballpark, Railroad Park, Line Park, Sloss Furnaces – connecting our city’s present (an expanding medical-based economy) with the heart of it’s central business district. Now think about it expanding west…

You may not be able to float down that stream per se, but imagine the potential dreamers such an idea could influence and inspire in our fair city? It’s potentially enough to help drive a transformation…

How are other cities handling food trucks?

This year’s Birmingham Magazine Best of Bham readers poll allowed participants to vote for the Best Food Truck. An online petition launched last week to show support for area food trucks has continues to grow; the new target is 1,500 signatures with more than 1,160 already collected. If there’s any doubt in your mind right now, get over of it:

Food trucks are here to stay; the question is how they’ll be handled.

The recent issue of food truck regulations has found me looking around online for the past few days to see if we’re alone on this issue. The findings – not even close to being alone. Food truck regulation is apparently a big issue in several cities right now. This week for example, Portland, ME and Chicago, IL will attempt to pass new ordinances aimed at making both sides agreeable, with neither side necessarily declaring victory so far.

A couple of things took place last week providing insight into how crazy the food truck issue is in several cities right now. It should help those involved come up with a good solution for all.

The first event happened on July 9 as Chick-Fil-A rolled out their new food truck at Farragut Square in Washington, DC. According to a post on “All We Can Eat,” The Washington Post’s food blog, the truck had been planned for some time (it was supposed to debut in April and was seen in May and June around town) and underwent a design change before its apparently successful relaunch on the streets of the Nation’s Capitol. Incidentally, one of the reasons cited by Chick-Fil-A for introducing the truck in the piece is their lack of physical locations in metro DC (one actually – on a college campus). The ability to gauge interest in eventually opening brick and mortar establishments was what the head of DC’s Small Business Administration pointed out in a recent interview.

By the way, DC Mayor Vincent Gray introduced a new ordinance in January that would among other things allow food trucks to stay parked in one spot instead of needing to be “hailed” like a cab in order to conduct business. It would also dictate the hours they would be allowed to operate in the District.

Thursday, July 12, saw a the spotlight focused on food trucks… in Chicago. Our friends at Gapers Block were one of several media outlets writing about the first ever Chicago Food Truck Day. The event was organized in advance of the upcoming July 19 hearing involving that city’s new food truck ordinance that would among other things finally allow operators to cook on board. The Chicago Tribune reports they’d also have to install GPS devices to allow the city to track them, making it easier to enforce a two-hour parking limit at any one location while being able to operate 24 hours a day.

Chicago’s municipal legislation has been stalled out for at least a year according to most reports and it’s not come without its share of debate, including an interactive debate presentation over on The Huffington Post. It should calm folks looking at Birmingham’s current situation and the discussions surrounding a rewrite of local laws to accommodate the growing industry that others are tackling it as well.

Specifying distances is not necessarily new – Chicago is asking for a 200 ft. distance from the front door of brick and mortar restaurants; incidentally, Portland, Maine’s asking them to be 65 feet away after hours while actually being more restrictive during the day in their proposed ordinance (scheduled for a vote later on today – Monday, July 16).

There have also been some successes so far. Boston (as usual) has found a way to make it hip and cool, even creating a page on their website letting people know which trucks are out and where they’re located as well as a streamlined page for applying for the requisite permits. This while they’ve instituted a lottery system as part of their process. The folks in Memphis are talking about how successful their ordinance (PDF) has been – becoming a lucrative opportunity for several operators shortly after its passage last spring.

Hey, at least we’re not in Clearwater, FL, where they have no intention of adapting their ordinances to accommodate food trucks any time soon. Those willing to talk about the negative long term effects may want to look at what problems developed in Raleigh, NC some ten months after their battle over their food truck ordinance (PDF)none.

Time will tell what happens here. There appears to be folks willing to work together and a community that’s willing to support whatever decision is reached. With several cities going through the same situation right now, hopefully it will calm folks down while also giving everyone an idea of what’s working and what’s not.

Making tracks towards the future on Southside

1st Avenue Cut, May 16, 2012.A drive along 1st Avenue South heading east contains a significant yet subtle development for those able to stop and take a look. You’ll notice the absence of rails and ties both in the area known as the 1st Avenue Cut between 20th & 24th Sts. and between 28th and 32nd Sts.

A quick look at Birmingham’s GIS map shows most of the property in question being held by CSX. If you can’t tell, I started getting that nagging feeling again (you may have seen what happened earlier this week when that starts), and for some pretty good reasons.

The parcels in question have been identified on several occasions as essential for the “Plan A” expansion of Railroad Park. This would eventually connect the existing park between 14th and 18th Streets South and the property sitting on the northwest corner of 1st Ave. S. and 18th St. that served as the focus of “Prize 2 the Future” contest to Sloss Furnaces.

The native New Yorker who reads way too many online publications from there every morning remembered the transportation company had already agreed in principal to donate the property necessary to complete the city’s High Line back in late 2011. They donated the property developed as the first segment of the park back in 2005. They also have a history of donating property across the country to recreational projects and those that focus on alternative transportation solutions. Attempts were made to hear the reason for the track removal from CSX via email last week; there has still not been a response.

It doesn’t hurt that by removing the track they’ve enabled the city to be able to claim that this project is shovel-ready for development as part of the Jones Valley Corridor. It’s considered an integral part of the Red Rock Ridge and Valley Trail System unveiled earlier this year by the Freshwater Land Trust.

This becomes significant when you realize they’re going to announce what projects across the country have been awarded TIGER grants pretty soon – even sooner than some may realize. A bid was submitted for this round to help “jump start” some area projects; it’s the second attempt to secure these federal funds to assist with the greenway initiative.

There’s also the amount of activity currently taking place close to 32nd St. and 1st Ave. S to consider. We’re anxiously awaiting more information about the upcoming groundbreaking for Sloss’ new visitors center, a project many years in the making. Those who driving by IMS‘ properties close to Sloss’ entrance notice Appleseed Workshop signs up and a significant transformation underway to make this section of town resemble the master plan the company unveiled a couple of years ago for the Sloss Business District.

When you consider the demand for the monies awarded is far exceeding the supply, the cumulative effect of all of these things happening at once suddenly gives you hope for our chances of being awarded funds. Even if it’s not awarded, there’s been a shift in momentum for this area of the city – one that’s sure to pick up steam. It’s a perfect opportunity to focus on the concept of accentuating the city positive I talked about on here a couple of years ago.

Parking problem? Depends on where you have to go

Time out on parking meterIs parking availability really a major issue in Birmingham, AL?

An issue that has drawn considerable attention in recent months is the number of broken parking meters that currently exist in downtown Birmingham.

I recently stumbled across a couple of posts that suggested that Birmingham has a parking issue – one that would serve as a great reason for not considering a downtown baseball park. We’ll talk about the ballpark later on in this series…

We have a parking problem, but not the kind that will keep people from coming downtown because they can’t find a parking space.

Besides the obvious fact that we like to park right in front of the place we’re going and don’t like having to place our cars out of view, we also are having an issue collecting the total potential revenue that these spaces are supposed to be providing (which could be an issue unto itself).

As the city faces a budget deficit from this year and the City Council looks to the city’s reserve funds as part of a possible solution for the coming year, some have turned to the vandalized parking meters as a symbol for what’s wrong.

The lack of revenue due to several people (including LKW and myself) taking advantage of the “free” parking available on-street makes the situation the perfect poster child. If you remember, the plan was once to increase parking ticket fees and increase revenue coming into the city’s coffers.

It’s ironically something that most states do not encourage as parking meters are meant to be a way to regulate parking options and not to be viewed as a source of income. A quick glance at the Wikipedia entry for parking meters provides several examples of how the revenue argument does not hold up in a court of law even if it would in the court of public opinion.

It was also a shame to learn just how many resources were available to deal with the issue earlier this month while reading Kyle Whitmire’s account on Second Front .

Despite the city’s reliance on the automobile, it would be safe to say that people are becoming more strategic about when and where they drive, especially as gasoline prices fluctuate and some choose to boycott some stations due to the crisis in the Gulf.

A quick drive around any section of the city not called the UAB campus shows that parking options are plenty. For those wondering if there are enough parking decks available in the city to handle the number of vehicles, a recent Heaviest Corner post should put those worries to rest (and give you a heads up on where to consider parking next time you’re downtown).

Perhaps increasing the urban tree canopy would make walking a couple of blocks farther just a little more bearable if you had to park a couple of blocks away from your destination. Encouraging the city or an organization to take on a project similar to New York’s MillionTreesNYC may help us reach that goal. The more comfortable and enjoyable it is to talk, the more likely some of these beliefs of parking issues may start to dissipate.

There are other potential solutions, but I’ll save some of them for inclusion in tomorrow’s piece.

We could also use this need to replace our current collection of meters in certain sections of the city with pay and display units, moving some of these newer units into sections of the city that are not seeing a heavy demand on parking. It would allow for individuals to pay for parking on the street using credit cards and dollar bills, perhaps dissuading the desire to break into the units for money (it wouldn’t necessarily stop those just doing it for the fun of it all – as stupid as that is).

Money is still needed to implement improvements to our network of parking management solutions as well as its maintenance. The issue may warrant a serious look in the budget and perhaps an examination of whether or not the city’s parking authority should take over on-street parking as well (something currently not officially in their purview).

One day parking availability will be a major issue in the City of Birmingham; I just don’t think it’s there yet compared to the other issues facing the city. We’ve got a parking infrastructure issue (and a psychological one) to deal with first.

My modest proposal for City Stages

It’s amazing when you get a chance to look back at what you’ve written on a particular topic over time.

Some of the attendees' thoughts on City StagesLast year I said I was looking forward to this year’s festival, assuming that they would build on last year’s critical success with the launch of a social media-influenced marketing campaign.

Then I learned on Tuesday morning that the corporate ticket sales had been budgeted to be close to the same levels as last year (in the midst of an economic recession), leading to the last minute $250,000 request to the City of Birmingham. That, coupled with the virtual nonexistence of money in the Natta household, led me to decide that I will be working on projects and enjoying the air conditioning at Shift WorkSpace this weekend (and hopefully taking in some of the Secret Stages show at Speakeasy on Saturday evening) instead of making the trek down to Linn Park.

I believe George McMillan when he says that there are no more sacred cows in terms of the festival and that he is not sure of its future. How far will they go to secure a future is still to be determined.

The town hall meeting coordinated by Catalyst in November 2006 provided some good ideas for build upon for City Stages in the future, especially when you consider other festivals (even though this is old in terms of reference points).

I’d argue that people need to bring suggestions for real solutions to the table before completely bashing the festival and saying it needs to go. Here’s mine:

City Stages gets moved to the Railroad Reservation Park starting next year. There would be four stages – two at each end of the park. The Cultural Furnace that folks would like to see housed in the current Alabama Power steam plant could be integrated into the planning in later years, including an office for the organization to work out of year round. It would  allow CS to consider approaching Alagasco for the use of their parking lots in the surrounding area as festival space – most likely for things like video game competitions, smaller local stages and an arts and crafts section. You might even be able to scare a spoken word/comedy and jazz stage around out there too.

The festival would be contained in a 12-block area between 14th and 20th Streets, allowing for folks to access downtown Birmingham by car using local streets and taking advantage of a large, open space and a pretty cool view of the city center skyline. No, currently there may not be enough shade for a June festival, but there are no sacred cows anymore. You could even move it to the same weekend as the Sidewalk Moving Picture Festival in September and make it into a huge event for the region.

We need to actually see what happens once folks get used to this new City Stages and not make another major change just because we are panicking

Now it’s only an idea and of course there would still be issues logistically, but it’s an idea.

I’m not necessarily ready to see City Stages go away and I’d love to hear what some of your ideas are.

There are always several ways to look at a situation, and there is no question that City Stages 20 will be second-guessed by every Monday morning events planning quarterback in the region for at least the next 2-3 months as we await the public release of the organization’s financials.

I’ll freely admit that I only attended the festival for about four hours on Saturday – time I desperately needed away from this computer to remind myself of what the real world might be like. I heard nothing but praise from folks I knew that had actually attended Friday night and danced along to Diana Ross, The Roots, Galactic and probably the biggest surprise of the evening to many, The Carolina Chocolate Drops. Later on I got to watch as Buddy Guy decided to come on down and play among the thousands that showed up to watch him after catching the end of the Hill Country Revue set.

I’ve come to think that perhaps the purpose of the festival needs to change, at least mentally. I’m not sure that one can say that it’s an event that represents the cultural heritage of metro Birmingham anymore (though getting Ross to play this year was a coup). I would say that it is a great collection of acts that many feel should be coming to our fair city anyway (and some of them do), available to us for a reasonable price.

I heard a television reporter call it Birmingham’s largest block party. That may be a better way to describe what it’s become.

It’s become an excuse for people to come together and hear great music; to see folks that you don’t run into as much anymore and catch up. In the near future it will also be an excuse for those that still think it’s not safe to come downtown to poke around between acts and see the progress that continues to take place.

I also think that it can claim that something that should be a major goal of the festival’s – exposing the City of Birmingham and the surrounding region to acts that you normally wouldn’t see or be exposed to (e.g., the Carolina Chocolate Drops).

It will never be Lollapalooza or Bonnaroo and honestly, I’m glad. If I want those types of events, I’ll find a way to go there instead. The thing is, no matter what you hear said positively about our festival, and on a larger scale this city, there will always be someone that says that you’re not being realistic or serious – that it’s bad and it will always stay that way, no matter what’s done.

I’d argue that it’s that attitude that needs to change, though some more interaction with those that could make City Stages more successful in the coming years would help. The conversations about the future of the festival have been held all over the place, including the blogosphere, forever. Harnessing it in one place, presumably a revamped version of their site, may give residents more perceived ownership of the festival, including enabling the festival to engage its fans in the selection process and allowing organizers to expose the fans to the music that will be coming. It could be a microcosm of what could be done to truly move the city forward as well, but It’s just one suggestion and it probably won’t be the last one either party hears.

That said, I am looking forward to next year, just to see what can happen…
