My aunt lives a street over on Fair Oaks drive and she said she saw him at the home all the time, she told me she thought he could live anywhere to run for the city of Birmingham. Could someone out there explain to me what happens if Langford is disqualified, is the city council president mayor, does Kincaid stay longer, or does the city council president or Kincaid stays until a special election.
