This was one of my questions, and I have to say that Kincaid may be the only one whose answer revealed much understanding about the role of master plans. However, Kincaid’s record casts his statements in doubt. Abbott and Cooper both discussed specific changes that will help achieve some of the goals encapsulated in the existing plans (Abbott seems to know much more than Cooper about what has already been achieved, but seems just as ready to toss it aside). I was most disappointed in Smitherman’s response to this particular issue. Setting up more study committees won’t get us anywhere.
