Bob Farley\/f8photo\" width=\"175\" height=\"278\" \/>The past 24+ hours have seen many heads shaking and hitting brick walls or palms of hands as citizens of Birmingham, AL and the surrounding community are left wondering about <a href=\"http:\/\/blog.al.com\/spotnews\/2012\/07\/birmingham_council_vote_on_pra.html\">yesterday\u2019s Birmingham City Council decision involving a vote on zoning for a senior housing development to be built in Pratt City<\/a>.<\/p>\n<p>Council President <a href=\"http:\/\/www.bhamwiki.com\/w\/Roderick_Royal\">Roderick Royal<\/a> implored his fellow councilors to delay a decision for three weeks as he made his case to move the project from its proposed site due to <a href=\"http:\/\/weldbham.com\/secondfront\/2012\/07\/10\/council-delays-fed-funded-senior-housing-facility-because-it-is-in-the-known-path-of-april-2011-tornado\/\">concerns about it being in \u201ca known path\u201d of a tornado<\/a>. The nearly 1 hour portion of yesterday\u2019s meeting and the resulting vote (8-1 to delay for three weeks) has led to some passionate commentaries in both <em><a href=\"http:\/\/weldbham.com\/reddirt\/2012\/07\/11\/fed-up-with-the-idiocy\/\">Weld for Birmingham<\/a><\/em> and <a href=\"http:\/\/blog.al.com\/archiblog\/2012\/07\/twisted_birmingham_logic_makes.html\">the July 11 edition of <em>The Birmingham News<\/em><\/a>.<\/p>\n<p>Both Mark and John made so many valid points, so all I can do is take it one step further by pointing at cities like <a href=\"http:\/\/en.wikipedia.org\/wiki\/Greensburg,_Kansas\">Greensburg, KS<\/a> and <a href=\"http:\/\/en.wikipedia.org\/wiki\/2011_Joplin_tornado\">Joplin, MO<\/a> and ask if those rebuilding efforts are foolish? Maybe we shouldn\u2019t be pushing <a href=\"http:\/\/www.nola.com\/hurricane\/index.ssf\/2010\/03\/hurricane_katrina_recovery_pro.html\">recovery efforts in New Orleans<\/a>, or <a href=\"http:\/\/www.preservationnation.org\/issues\/gulf-coast-recovery\/hurricane_ike\/galveston-update-march-2009.html\">Galveston, TX<\/a>, or <a href=\"http:\/\/www.hurricanecity.com\/city\/charleston.htm\">Charleston, SC<\/a>? Considering I\u2019m a native New Yorker&#8230; no, I won\u2019t go there.<\/p>\n<p>It\u2019s interesting when you consider just a few months ago there were some folks a few hours north might have considered Royal a voice of reason thanks to a blog post.<\/p>\n<p><a href=\"http:\/\/www.chicagonow.com\/\">ChicagoNow<\/a>\u2019s <a href=\"http:\/\/www.chicagonow.com\/white-sox-observer\/\">White Sox Observer<\/a>, Chris Lamberti, <a href=\"http:\/\/www.chicagonow.com\/white-sox-observer\/2012\/03\/bham-barons-make-beeline-for-city-tax-dollars\/\">published a post in March about the Council\u2019s decision to support construction of the soon-to-be home of the Birmingham Barons<\/a>, Regions Field, across the street from <a href=\"http:\/\/www.bhamwiki.com\/w\/Railroad_Reservation_Park\">Railroad Park<\/a>. In it, he points to Royal questioning the vote to publicly finance the project as the voice of reason.<\/p>\n<p>There are a few things that need to be cleared up based on what was mentioned in that post though. The $60 million+ price tag always mentioned always includes construction of a Negro League museum adjacent to the park. The construction of the museum never seems to be questioned, even though the existence of <a href=\"http:\/\/www.nlbm.com\/\">the National Negro Leagues Baseball Museum<\/a> in Kansas, City, MO (<a href=\"http:\/\/bhamterminal.com\/blog\/2008\/05\/13\/on-the-agenda-festival-seasons-upon-us\/\">as we mentioned back in 2008<\/a> when the idea for such a facility was first brought up on a City Council agenda) seems to make it more of an \u201cit\u2019d be nice to have\u201d than a \u201cwe\u2019d have something unique\u201d amenity for the city. This doesn\u2019t even take into account the fact that <a href=\"http:\/\/news.google.com\/newspapers?id=_jpNAAAAIBAJ&amp;sjid=oAkEAAAAIBAJ&amp;pg=4470%2C1953167\">the facility in Kansas City was designated as the national museum<\/a> by Congress <a href=\"http:\/\/www.gpo.gov\/fdsys\/pkg\/STATUTE-120\/pdf\/STATUTE-120-Pg3714.pdf\">back in 2006<\/a>, so we\u2019ll be competing with a facility that draws 60,000+ visitors a year located in the city that served as headquarters for the Negro Leagues&#8230;<\/p>\n<p>The author also only points to one city in the state of Alabama for his argument about new ballparks failing in downtown areas. There was no discussion of <a href=\"http:\/\/www.biscuitsbaseball.com\/PARK\/park_info.html\">Montgomery\u2019s Riverwalk Stadium<\/a>, a renovation of the city\u2019s roundhouse or a look at the Huntsville Stars\u2019 home, <a href=\"http:\/\/www.milb.com\/team1\/page.jsp?ymd=20080226&amp;content_id=351704&amp;vkey=team1_t559&amp;fext=.jsp&amp;sid=t559\">Joe W. Davis Stadium<\/a>. It may have helped (or hurt) the contention about downtown development based on ballparks, but whether a project is successful or not, it takes a lot longer than people think, despite our desire to see things happen yesterday.<\/p>\n<p>It may have helped if there was a closer look taken at the underlying philosophy of encouraging development that spurs retail and commercial being the unfair taxation system currently in place in Alabama (thanks in part to its state constitution &#8211; <a href=\"http:\/\/en.wikipedia.org\/wiki\/Constitution_of_Alabama\">the longest in the world<\/a>). The idea that more retail establishments would provide more revenue makes sense when you know that\u2019s how the state generates its revenue &#8211; rather than a system more reliant on property taxes. It does exactly what it\u2019s supposed to do, though it\u2019s tough for a community suffering through The Great Recession to want to spend money on what many would conceive as a luxury item.<\/p>\n<p>All of that is to suggest that while the council president might have been informed of additional information in both cases, it wasn&#8217;t quite clear to a lot of us exactly how he drew his conclusions.\u00a0If there\u2019s another factor more reasonable to consider for moving the location of a project that would be federally funded, it would help the public if it were shared instead of operating in the realm of the \u201cwe know more information that you do\u201d approach alluded to during yesterday\u2019s debate. The electorate votes officials into office not because they know better, but because we trust they will do the right thing and inform their constituents accordingly. Those are actually two distinct statements.<\/p>\n<p>If \u201cThe People Are The City\u201d as we suggest via the phrase hanging on the inside of the door of the council chambers, you need to trust the people &#8211; on both sides of the equation.
