{"id":1045,"date":"2013-06-21T02:34:58","date_gmt":"2013-06-21T07:34:58","guid":{"rendered":"http:\/\/bhamterminal.com\/mybirmingham\/?p=1045"},"modified":"2013-06-21T02:34:58","modified_gmt":"2013-06-21T07:34:58","slug":"remember-maps","status":"publish","type":"post","link":"http:\/\/bhamterminal.com\/dearbham\/2013\/06\/21\/remember-maps\/","title":{"rendered":"Remember MAPS?"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-1050\" style=\"float: left;margin-right: 8px\" alt=\"Jefferson_County_Alabama_Incorporated_and_Unincorporated_areas_Birmingham_Highlighted.svg\" src=\"http:\/\/bhamterminal.com\/mybirmingham\/wp-content\/uploads\/sites\/3\/2013\/06\/Jefferson_County_Alabama_Incorporated_and_Unincorporated_areas_Birmingham_Highlighted.svg_.png\" width=\"375\" height=\"237\" \/>Earlier this week <a href=\"https:\/\/www.facebook.com\/acnatta\/posts\/10100360392931867\">I shared<\/a> via my personal social media accounts that it\u2019d been fifteen years since my first visit to Birmingham, AL. Friends posed questions asking me if I\u2019d noticed any changes, leading me to think about what had in that time span.<\/p>\n<p>The more I did, the more I looked at the ability to point to specific accomplishments. I also thought about the issues still facing the metro region as the city begins the march towards its 150<sup>th<\/sup> birthday in 2021. Then I remembered a conversation I had during that 1998 visit about a yard sign I\u2019d noticed about something called <a href=\"http:\/\/www.bhamwiki.com\/w\/MAPS\">MAPS<\/a>.<\/p>\n<p>See, my visit to Birmingham for <a href=\"http:\/\/www.bhamwiki.com\/w\/1998_City_Stages\">the tenth anniversary of City Stages in 1998<\/a> coincided with the beginning of a massive media blitz associated with the public referendum vote on the <a href=\"http:\/\/www.bhamwiki.com\/w\/MAPS\">Metropolitan Area Projects Strategy<\/a> legislation held on August 4 of that year. I&#8217;d try to explain it here, but the link provides a good summary of its goals. The vote was held, the initiative was defeated (except in, incidentally, the city of Birmingham), and life went on as always. Or did it?<\/p>\n<p>When you start to look at the individual components of MAPS and the reasons we&#8217;ve been seeing all of this positive press, you begin to realize that time can be a valuable ally for those willing to wait, even for those who still have \u201cThe Future Can\u2019t Wait\u201d signs (perhaps playing off the title of <a href=\"http:\/\/en.wikipedia.org\/wiki\/Why_We_Can't_Wait\">a book birthed out of 1963 Birmingham<\/a>). You also begin to realize just how much of our positive press can be attributed to those projects and what they encouraged.<\/p>\n<p>There are some on a list maintained on BhamWiki of some of those projects listed in order of popularity based on a 1998 poll that seem to be a big reason for our recent success.<\/p>\n<p>The <a href=\"http:\/\/www.bhamwiki.com\/w\/McWane_Science_Center\">McWane Science Center<\/a> opened to the public just before the MAPS vote, meaning it was probably held up as an example of what the possibilities were for the region if the plan was approved. The major restoration of <a href=\"http:\/\/www.bhamwiki.com\/w\/Vulcan\">Vulcan<\/a> and <a href=\"http:\/\/www.bhamwiki.com\/w\/Vulcan_Park\">his home atop Red Mountain<\/a> between 1999 and 2004 led to <a href=\"http:\/\/www.preservationnation.org\/resources\/case-studies\/preservation-award-winners\/vulcan-park.html\">recognition by the National Trust for Historic Preservation in the form of a 2006 Preservation Honor Award<\/a>.<\/p>\n<p><a href=\"http:\/\/www.bhamwiki.com\/w\/Birmingham_Zoo\">The Birmingham Zoo<\/a> did see its expansion, adding the <a href=\"http:\/\/www.bhamwiki.com\/w\/Trails_of_Africa\">Trails of Africa<\/a> nearly 40 years after the development of a master plan that had suggested such a change.\u00a0<a href=\"http:\/\/www.bhamwiki.com\/w\/Ruffner_Mountain_Nature_Preserve\">Ruffner Mountain<\/a>\u00a0learned this week it is included in the city council\u2019s version of the 2014 budget as more trails are added to its more than 1,000 acres. <a href=\"http:\/\/www.bhamwiki.com\/w\/Railroad_Park\">Railroad Park<\/a> anchors an emerging spine of a greenway through the heart of greater downtown. We just reported this week about <a href=\"http:\/\/bhamterminal.com\/blog\/2013\/06\/19\/off-leash-dog-park-announced-for-red-mountain-park-thanks-to-200000-contribution\/\">the upcoming addition of the largest dog park in the city<\/a>\u00a0at <a href=\"http:\/\/www.bhamwiki.com\/w\/Red_Mountain_Park\">Red Mountain Park<\/a> in the city\u2019s western area. <a href=\"http:\/\/www.bhamwiki.com\/w\/Red_Rock_Ridge_%26_Valley_Trail_System\">The Red Rock Ridge and Valley Trail System<\/a> hopes to tie it all together and already sees shovels in the ground.<\/p>\n<p>The regional transportation hub is now called <a href=\"http:\/\/www.bhamwiki.com\/w\/Birmingham_Intermodal_Facility\">an intermodal terminal<\/a> and it\u2019s set to begin its rise next to the tracks along Morris Avenue late this year while just yesterday both <a href=\"http:\/\/bhamterminal.com\/blog\/2013\/06\/20\/bjcta-busy-spring-transit\/\">this site<\/a> and <a href=\"http:\/\/blog.al.com\/spotnews\/2013\/06\/post_958.html\"><em>AL.com<\/em><\/a> reported on the first major change to the law governing the BJCTA in more than 40 years. They also unveiled new buses on Thursday.<\/p>\n<p><a href=\"http:\/\/www.bhamwiki.com\/w\/Alabama_Theatre\">The Alabama Theatre<\/a> underwent a restoration in 1998 and the community leaders are working feverishly to raise funds to finally begin restoration of the <a href=\"http:\/\/www.bhamwiki.com\/w\/Lyric_Theatre\">Lyric Theatre<\/a> across the street. While it may not be ready in time for its 100<sup>th<\/sup> anniversary next year, the sight of construction crews working within will be a welcome one for those working across the street to renovate the former home of Booker T. Washington Insurance Co. into residential units.<\/p>\n<p>The swimming and aquatic center got to see a track and field component added to it, resulting in <a href=\"http:\/\/www.bhamwiki.com\/w\/Crossplex\">the Birmingham CrossPlex<\/a> in Five Points West. This is the same facility that landed the city the NCAA Division II diving, swimming, track and field, and wrestling championships this spring.\u00a0Uptown is the realization of the first phase of the expanded convention center complex and entertainment district (though as Kyle Whitmire reported Thursday for AL.com, <a href=\"http:\/\/blog.al.com\/spotnews\/2013\/06\/aldot_plan_for_downtown_birmin.html#incart_river\">currently proposed changes to I-20\/59 threaten those plans<\/a>).<\/p>\n<p>The 1% sales tax increase? It\u2019s been implemented in piecemeal throughout the region in recent years (most notably &#8211; and controversially &#8211; via former mayor Larry Langford\u2019s <a href=\"http:\/\/www.bhamwiki.com\/w\/Birmingham_Economic_and_Community_Revitalization_Ordinance\">Birmingham Economic and Community Revitalization Ordinance<\/a> in 2007, itself a mini-version of MAPS) as the need for the funding source has been realized. It is not the best approach towards raising the capital, but perhaps recent developments like the availability of a state historic tax credit for residential projects will help us see historic homes restored and occupied, leading to more property taxes being collected from a large population.<\/p>\n<p>Yes, we have lost businesses and things haven\u2019t always gone the city\u2019s way. There is still much to be done in our outlying neighborhoods and our city center, but there are signs of progress that don\u2019t necessarily involve waiting for elected officials to lead the way. Parking meters don\u2019t work, sidewalks don\u2019t exist, and lights are not always glowing at night. They must be dealt with, and soon. However, if we only dwell on those things, we\u2019ll miss out on what has happened. Community gardens serving food deserts, signs of reinvestment in neighborhoods some wrote off. There are signs of belief in the future of the city &#8211; something I didn&#8217;t necessarily see on display in large amounts during that first visit or when I first relocated nine years ago.<\/p>\n<p>Actual maps are a funny thing. They can tell you where you need to go, but they won&#8217;t always tell you about obstacles (<a href=\"http:\/\/www.angelfire.com\/al\/10avs\/maps.html\">or websites<\/a>) in the way.<\/p>\n<p>Most Sundays I write down the word \u201cpatience\u201d on a prayer request card at church because I think I don\u2019t have enough. I\u2019d argue sometimes we don\u2019t know what we have until it sneaks up on us &#8211; like an All-America City that still has issues to tackle, but one that\u2019s come a long way from where it thought it would be fifteen years ago.<\/p>\n<p>Just imagine if MAPS had passed? Scary, isn&#8217;t it? But we&#8217;ve still got a road map to follow, so let&#8217;s get to it.
